One rule, four pairs. After a 받침: 이에요, 은, 이; after a vowel: 예요, 는, 가. 씨 ends in a vowel: 예요, 는, 가. It's all in the table.
은 / 는 marks what you're talking about: 저는 안나예요. 이 / 가 marks what exists or doesn't (남편이 있어요) and a question word: 누가 = 누구 + 가, 뭐가 = 뭐 + 가. “Who” takes 가 and merges with it; “I” before 가 is 제.
English “is” covers two Korean words: “is (something)” is 이에요 / 예요; “there is, have” is 있어요. “I'm a student” is 저는 학생이에요, not “학생 있어요”.
What you can do now: say hello and goodbye in two styles, say your name and your country, say what you are not, give a phone number, and talk about your family.
