Пассив с глаголами say, believe, think
С глаголами сообщения (say, believe, think, know, report, expect) есть две пассивные структуры. Безличная: It + be + V3 + that-clause — «It is said that he is rich», «It is believed that the company will close». Личная: Subject + be + V3 + to-infinitive — «He is said to be rich». Для предшествующего действия используется perfect-инфинитив: «He is said to have left the country». В прошлом: «He was thought to be a genius».
Частые ошибки: NOT «He believed to be rich» — в личной структуре обязателен be: He is believed to be rich. NOT «He is said to leave the country», если действие уже произошло, — нужен perfect-инфинитив: He is said to have left the country.
